II.1.4) Short description of the contract or purchase(s):
Dong Energy Thermal Power is planning to implement district heating production based on biofuels through erection of two wood-chip boilers, providing steam for existing steam turbine and/or stand alone district heating condenser. Two boilers as an add-on the existing gas fired plant, Skærbækverket. The new biomass fired boilers shall deliver up to 320 MW heat to the district heating system. The new boiler plant shall have a capacity of maximum 280 MW and the remaining heat shall be provided by flue gas condensers.
Low voltage switchgear.
It is DONG Energy Thermal Power's intention to enter into a contract for the engineering, delivery, transport, installation, commissioning and performance responsibility for low voltage switchgear based on Functional Specifications. DONG Energy Thermal Power will elaborate technical and functional requirements to be included in the Tender Material and also set up requirements for guarantees and performance.
The add-on plant shall be equipped with new main distribution of low voltage switchgear.
New main distribution of low voltage switchgear will feed each of the different contractors sub-distributions at one or more points, such as boiler and bag house.
New main distribution of low voltage will be separated from the different contractors sub-distributions, which will be placed in near vicinity to their Works. New main distribution of low voltage is planned to be placed in an electrical building at/in the boiler house.
The final design of the new main distribution of low voltage is not set. Alternative solutions regarding the interface of the new main distribution of low voltage are investigated, involving the following (switchgear/incomer/feeder):
— Main distribution at 0,69 kV (>2 swgr/incomer > 2000A/5-6 outlets);
— Main distribution at 0,4 kV, normal (>2 swgr/incomer > 3200A/6-8 outlets);
— Main distribution at 0,4 kV, standby (>1 swgr/incomer > 2500A/8-10 outlets);
— Main distribution at 0,4 kV, emerg (UPS, redundant)(>2 swgr/incomer > 320A/6-8 outlets).
The following values are valid for the main distribution of low voltage switchgear grid, with earthing system TN-S:
— Operating Low Voltage 3-phase, 50 Hz 690 VAC and 400/230 VAC;
— Operating Control Voltage 230 VAC/50Hz;
— Inverter feed 3-phase, 50 Hz 400/230 VAC.
Prospective short current levels for the new main distribution of low voltage switchgear are Ik > 50 kA.
Electrical operating rooms will be arranged with measures to control the environment and switchgear rooms will be fitted with installation floor.
