This tender is divided into two lots.
The purpose with this framework agreement is to be able to bring, and maintain, all units up to a modern standard for GMDSS material and to ensure that all vessels are equipped with the same type of material to ease maintenance and repairs.
The following procurement includes GMDSS equipment for vessels within all four sea areas (A1, A2, A3 and A4) in accordance with the SOLAS regulations chapter IV regarding radio communication. This is specific mobile and portable VHF, MF/HF, Inmarsat C, Navtex, Emergency Position Indication Radio Beacon (EPIRB), Search And Rescue Responder (SART), DSC, EGC, MSI, Radiotelex, Printers, Power Supply/Charger equipment and UHF/VHF Direction Finders. All GMDSS equipment must be able to connect in a LAN, except for Navtex, EPIRB and SART. In addition all GMDSS equipment must be Wheelmarked according to the Marine Equipment Directive (MED 96/98/EC).
The tender encompasses:
Lot 1:
A) Mobile and portable VHF, MF/HF, Inmarsat C, Navtex, Emergency Position Indication Radio Beacon (EPIRB), Search And Rescue Responder (SART), DSC, EKG, MSI, Radiotelex, Printers and Power Supply/Charger;
B) Installation on ad hoc basis;
C) A Shore Based Maintenance Agreement (SBMA) for all four sail areas (A1-A4), on which it should be possible to contact the supplier on global level;
D) Education of the Danish Defense's technicians, in order to make them capable of performing installation and repair the equipment on the specific modules.
Lot 2:
A) UHF/VHF Direction Finders;
B) Installation on ad hoc basis;
C) A Shore Based Maintenance Agreement (SBMA) for all four sail areas (A1-A4), on which it should be possible to contact the supplier on global level;
D) Education of the Danish Defense's technicians, in order to make them capable of performing installation and repair the equipment on the specific modules.

Re. IV.3.4.) The stated time 13:00 is local Danish time.
Re. section VI.3) The contracting authority would like to receive the application in 3 hard copies and electronically on a CDROM, USB key or similar electronic device. Applications is asked to be submitted in a sealed enveloped marked ‘Confidential — Tender for GMDSS/Direction Finders — lot 1 or lot 2 — not to be opened by internal mail’ and stated to FMT-ID-S254. Applications shall NOT be submitted by e-mail.
When submitting contact details the candidates are encouraged to submit as much information as possible and preferable also the e-mail address of the candidate's contact person.
Within the confines of art.12 of the Danish Executive Order no. 712 of 15.6.2011 (on the procedures for the award of public works contracts, public service contract and public supply contracts), the Contracting Authority may obtain additional information and clarifications from the candidates after the expiry of the application deadline. The use of the word ‘shall’ in the contract notice does not prevent the Contracting Authority from remedying or disregarding missing or ambiguous information in the application within the confines of the Danish Executive Order no. 712 of 15 June 2011 (on the procedures for the award of public works contracts, public service contract and public supply contracts). However, the Contracting Authority is under no obligation to obtain additional information and clarifications from the candidates.

Body responsible for mediation procedures
There are no institution responsible for mediation procedures in Denmark.
However, if the tender concerns a framework agreement complaints must be filed with The Complaints Board for Public Procurement within 6 months after the Contracting Authority has sent notification to the candidates/tenderers involved that the Contracting Authority has entered into the framework agreement if the notification included a short account of the relevant reasons for the decision.
The complainant must inform the contracting authority of the appeal in writing at the latest simultaneously with the lodge of the complaint to The Complaints Board for Public Procurement. The complainant shall state whether the complaint has been lodged in the stand-still period. If the appeal has not been lodged in the standstill period, the appellant must also state whether it is requested that the appeal is granted delaying effect.
