As part of the application, the applicant must submit a filled-in European Single Procurement Document (ESPD), cf. Exhibit 4 to the tender conditions. Applicants must download and fill-in the ESPD using the web page: https://ec.europa.eu/growth/tools-databases/espd/. A Danish guide to filling-in the ESPD is available at http://www.kfst.dk/Offentlig-konkurrence/Udbud/Udbudsregler/ESPD.
Section III: Legal, economic, financial and technical information
Applicants in violation of sections 135-136 and section 137 (subs.1-3) of the Danish Public Procurement Act (Act No. 1564 of 15 December 2015 ) will be excluded from participating in this procurement procedure, cf. part III of the ESPD.
ESPD, part IV (B) (‘General yearly turnover’) — the applicant must disclose its general turnover for its latest, reported fiscal year. If the applicant is yet to report its first annual results, the applicant must disclose its turnover from the time of its set up to the time of the application, cf. ESPD, part IV (B) (‘Set up of economic operator’).
The statements of the ESPD serve as interim documentation for how the applicant fulfils the below-mentioned minimum requirements and as interim documentation regarding the grounds for exclusion.
Where the applicant relies on the economical or technical capacities of other entities (subcontractors, affiliates etc.), each of the said entities must submit a correctly filled-in and signed ESPD, cf. Exhibit 4 to the tender conditions, as documentation for the entity's suitability. Furthermore, the entities must submit a formal declaration of resource, cf. Exhibits 6 and/or 7 to the tender conditions.
If an applicant is a consortium, each participant in the consortium must submit a correctly filled-in and signed ESPD as documentation for the participant's suitability. Furthermore, the participants in the consortium must submit a consortium declaration, cf. Exhibit 5 to the tender conditions.
It is a minimum requirement that the applicant's latest, reported yearly turnover is at least 100 000 000 DKK (13 400 000 EUR).
Where the applicant relies on the economical capacities of other entities, the turnover is calculated as the combined, latest and reported yearly turnover of all the participating entities.
If an applicant is a consortium, the turnover is calculated as the combined, latest and reported yearly turnover of all consortium participants.
ESPD, part IV (C) (‘For works contracts: performance of works of the specified type ’) — the applicant must describe similar projects (references) regarding wind turbines on land carried out within the last 5 years.
To the extent possible, the references should contain information on the customer, the applicant's role and the contract value. The applicant is allowed to submit the information in a separate document. In that case, the applicant must in ESPD, part IV (C) make a specific reference to the separate document, and each project description/reference must not exceed one (1) A4 sheet.
