The T-17 is primarily used as a military trainer for pilot screening and training and is also used as support for the army and the navy in connection with their training and education. The T-17 is furthermore used as a trainer for maintaining the skills of the Danish Defence pilots.
Additionally the T-17 is used for certain surveillance tasks and other transport assignments.
It has been observed that the engines have a mean TBO (Time Between Overhaul) of only approximately 1 000 hours due to metal chips originating from the tappets appearing in the oil (TBO stated by the manufacturer is 2 000 hours or 12 years). The reason for this happening has been substantiated with the fact that the engines are only active around 100 hours a year, resulting in water moisture build-up in the engine leading to poor lubrication and corrosion of the flat tappets. A method for mitigation this problem has been suggested. As roller tappets are not sliding but rather rolling on the camshaft, updating the flat tappets to roller tappets could be a solution.
A comparison of the total costs between continuing with flat tappets and updating to roller tappets is part of the information that DALO is looking for to figure out how to structure a possible future tender as DALO plans to tender a framework agreement regarding maintenance service and repair service on the Lycoming IO-360-A1B6 engines.
The purpose of this request for information is to understand how the best possible tender can be arranged both for DALO and the suppliers according to the EC regulation. Scope of services:
— Maintenance Services;
— Repair services;
— Spare parts.
