Section II: Object
Tug and Barges
Supply of one tug and two barges as part of pre-excisting joint barge system.
Danish waters and Baltic Sea.
Barge system to enter pre-exsisting barge system for transport of biomass and coal between suppliers, logistic hubs and power stations.
Section IV: Procedure
- The procurement falls outside the scope of application of the directive
Seller has put out for sale one tug and two barges formerly used for domestic fuel transportation in Danish waters. Ørsted wishes to acquire this barge system. The barge system is part of a pre-existing joint barge system established by the former owners of the CHP’s in Denmark. Therefore, all barges and tugs being part of this joint system are technically equivalent and substitutable. Consequently, the barges and tug for sale are 100 % interoperable with Ørsted’ current barges and tugs.
Ørsted would not have considered acquiring tug and barges for its domestic fuel transportation if not having been approached by seller, because any new tug or barge must be customised to match the pre-existing barge and tug system, which in case of no used barges or tug for sale would imply that Ørsted should purchase a new-build or maybe a rebuild of an old barge/tug. New or rebuild is not an alternative to the barge and tugs already being interoperable because the price is approximately DKK 10-15 million higher than the offer submitted to seller. Moreover, the total fleet must be interchangeable to operate efficient. Introduction of an alternative tug or barges will cause bottlenecks and an inefficient transport flow.
Furthermore, when standard operation procedures between vessels are similar then the crew will be able to work safely on all vessels, improving efficiency and safety performance.
There is no knowledge of a similar barge system available for sale having with the same technical capabilities and interchangeabilities.
