Section II: Object
Framework Agreement AC underground Cables 145-170 kV
The scope of supply comprises of the complete functional supply of several cable systems for both 145 kV and 170 kV.
The Contracting Authority expects to tender for a Framework Agreement concerning AC underground cables 145-170 kV in August 2019. The tender is expected to be carried out by use of Achilles UNCE, which is a qualification system. As a result, interested suppliers are encouraged to register on the relevant category, cf. Section II.2.14) of this notice. The contract is expected to be awarded to more suppliers.
The scope of supply consists of all labour, equipment and materials required for design, fabrication, factory testing, supply, transport, construction, installation (joints, AIS terminations), completion, site testing, commissioning and taking-over testing of the entire supply and its systems and functions.
In addition, the supply includes all drawings, operating instructions and manuals, general and detailed drawings and design calculations.
The Contracting Authority expects to tender for a Framework Agreement concerning AC underground cables 145-170 kV (complete functional supplies of several cable systems for both 145 kV and 170 kV) in August 2019. The scope of supply consists of all labour, equipment and materials required for design, fabrication, factory testing, supply, transport, construction, installation (joints, AIS terminations), completion, site testing, commissioning and taking-over testing of the entire supply and its systems and functions.
In addition, the supply includes all drawings, operating instructions and manuals and all such information required herein, including a detailed operating and maintenance manual in Danish language, general and detailed drawings and design calculations including calculation of induced voltages. Training of the appointed operating and maintenance personnel and rectification of all defects during the defects notification period are also included in the scope.
Suppliers registered in Achilles UNCE under code 3.7.4 at the estimated time of initiation of the tender, will receive an invitation to participate in an additional qualification stage via the Contracting Authorities tender system, ‘EU-Supply’. The invitation is expected to be issued no earlier than week 35 2019. Please note that only applicants achieving pre-qualification via the additional qualification stage will get access to the tender documents and be invited to submit a tender once the pre-qualification stage is over. The additional qualification stage is expected to include submission of project specific reference and financial figures. This will be further elaborated in the invitation.

Please be aware that this tender will be carried out via UNCE and not TED.
Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement (Klagenævnet for Udbud) within 20 calendar days starting the day after the Contracting Authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.
Other complaints must be filed with the complaints board for Public Procurement within:
1) 45 calendar days after the Contracting Authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date);
2) 30 calendar days starting the day after the Contracting Authority has informed the tenderers in question.
That the Contracting Authority has entered into a contract based on a Framework Agreement through reopening of competition or a dynamic purchasing system, provided that the notification includes a short account of the relevant reasons for the decision;
3) 6 months starting the day after the Contracting Authority has sent notification to the candidates/tenderers involved that the Contracting Authority has entered into the Framework Agreement, provided that the notification included a short account of the relevant reasons for the decision.
